채널 사용을 댓가로 지급하는 프로그램 사용료(Carriage Fee)와 재전송동의료(retransmission Consent Fee)를 둘러싼 갈등이 깊어지고 있다.
채널 공급 업체들은 매년 프로그램 사용료와 재전송동의료를 높이려고 하지만, 넷플릭스 등 스트리밍 서비스 시대의 개막으로 성장의 내리막을 걷고 있는 유료 방송 사업자들은 인상을 거부하고 있다.
이런 갈등으로 방송 중단 사태가 벌어지기도 한다. 2023년 9월 디즈니와 차터(Charter) 간 갈등으로 방송이 10일 정도 중단됐으며 2025년 1월에도 뉴욕 지역 스포츠 지상파 방송과 케이블TV 사업자의 재전송 동의료 협상이 마무리되지 않아 뉴욕 거주민들이 지역 스포츠 경기를 보지 못하는 상황이 발생했다.
한국 역시 마찬가지다. 2024년 12월, 홈쇼핑 CJ온스타일은 딜라이브, 아름방송, CCS충북방송에 대한 송출을 중단했다. 이는 홈쇼핑 업계 최초의 '블랙아웃' 사태로, 송출수수료 협상 결렬이 원인이었습니다. 롯데홈쇼핑은 딜라이브와, 현대홈쇼핑은 LG유플러스와 송출수수료 협상에서 합의점을 찾지 못해 정부에 대가검증협의체 구성을 요청하기도 했다.
이런 방송 중단(Blackout)이 발생하면 피해는 가입자가 고스란히 떠안아야 한다. 이에 블랙아웃으로 인한 시청자 피해를 막기 위한 법안이 미국에서 발의됐다.

This conflict has led to some blackouts. In September 2023, a dispute between Disney and Charter led to a 10-day broadcast blackout, and in January 2025, New Yorkers were unable to watch local sports events in New York because the terrestrial broadcasters and cable TV operators were unable to finalize retransmission fees.
South Korea is no different. In December 2024, home shopping company CJ OnStyle stopped transmissions of D'live, ABN, CCS Chung buk Broadcasting.
This was the first "blackout" in the home shopping industry, and was caused by a disagreement over broadcasting fees. Lotte Home Shopping was unable to reach an agreement with D'live and Hyundai Home Shopping was unable to reach an agreement with LG U+ on program fees and requested the government(MICT) to form a price verification committee.
