The film and TV industry in Los Angeles (LA) has been surrounded by bleak headlines. In Q1 2023, on-location productions in LA dropped 22% year-over-year, down more than 33% compared to the five-year average. Major media companies’ evolving streaming strategies, lingering production delays post-COVID-19, and broader economic pressures have all contributed to this steep decline.

Yet, a noteworthy development emerged in March when the California Film Commission announced its latest round of tax credit allocations: 51 film projects were approved for the program, marking the largest single-application tally in the program’s history. California Governor Gavin Newsom expressed optimism, saying the initiative would “help support thousands of local jobs and businesses.”

While an increase in approved projects doesn’t automatically herald a return to LA’s former production heights, these new undertakings could inject some vitality into the local economy—particularly in the independent film (indie) sector.

2. 대형 텐트폴 영화의 이탈과 인디 영화의 부상

즉, 이번에 승인된 다수의 프로젝트는 ‘할리우드 블록버스터’가 아닌, 상대적으로 예산이 작은 인디 영화가 중심을 이루고 있다. 이는 큰 폭발적 경제 효과로 이어지진 않겠지만, 어느 정도의 일자리 창출과 지역 경제 활성화에는 도움이 될 전망이다. 캘리포니아 필름 커미션에 따르면 이번 승인을 통해 약 6,500개의 일자리와 3억4,700만 달러의 임금이 발생할 것으로 추산된다.

2. The Flight of Big Tentpoles and the Rise of Indie Films

Of the 51 newly approved projects by the California Film Commission, 46 are indie films, and 43 of those have budgets of $10 million or less. According to commission data since 2020, the percentage of sub-$10 million indie projects has never been higher. Across the 2023–2024 fiscal year, over 80% of the projects receiving tax credit approval are indie films with budgets under $10 million.

Meanwhile, tentpole productions with budgets exceeding $100 million increasingly opt for locations like Georgia or the U.K., where tax incentives and infrastructure often prove more favorable. Between 2018 and 2025, of 136 films with budgets over $100 million, only 26 filmed even partially in LA. Most used the city merely as a secondary location rather than a primary shooting site.

In other words, rather than heralding a wave of Hollywood blockbusters, LA’s new projects are predominantly indie. This may not generate the same massive economic impact as tentpole productions, but it can still create meaningful jobs and bolster the local economy. The California Film Commission estimates that these approved projects will bring about 6,500 jobs and $347 million in wages.
